The finished Template is placed on top of the 1st 2 glued layers of chipboard for the Inside Former (cut slightly oversize), lined up and held in place with a couple of screws.

 

Using a 'flush cutter' with a roller bearing above, which 'follows' the Template (the bearing being the same diameter as the cutter), the top half or so of the Inside Former part can be routed to exactly the same size as the Template

What you do next really depends on the length of the cutter you have. 
I take the Template off and then do a second trip round the Former which cuts off the excess a bit lower - the pattern depth. This stage has Not been shown.

Then, I turn the Former over and using a different cutter with the roller bearing on the bottom I rout off the remaining excess board - as the roller bearing follows the part of the former that has already been routed.

All done. The first piece has been routed exactly to size.
( The 2nd matching piece has to be routed in the same way.)

 

Now, a series of holes needs to be cut, drilled or routed into the Template. These will be used to rout holes in the Former parts. 
The holes need to be big enough to allow for Clamps to be inserted. The clamps will be used to hold the case rib components in place while the laminates are being glued.

 

The Template can then be held on the 1st Former piece with a couple of screws and the process of routing the holes can be started.
